WebIV is absolutely transformed by Turbo and 105 Octane already. I finished my 100% mark on the WT using Turbo, Rammer and Optics, along with 105 Octane. It plays like an aggressive supporting medium tank with that loadout. The Bond Turbo along with the directives would provide an extra 9% hp/ton on top of that loadout.
